I cant spent money on it because its not mine. And why should i revoke it while he actually has the right government type? You are a feudal lord and should have feudal vassals such as Earls/Count etc.He is a mayor and therefore controls a Republic, in the game if you have Republic vassals you will always get a -30 penalty.You CANNOT avoid this penalty while having a republic so either:If you want the penalty to go away then you can destroy the republic by revoking his title and then granting the county to the baron or if there isn't a baron you have to build a new castle.ORGive the Mayor the best honourary title avaliable usually cupbear and use your chancellor to improve relations.
