Civ has more flexibility in how you build your empire - you have more control over where the cities are. And the technology tree is richer and more strategic. And, obviously as you get into the late-game, you're potentially focused on non-military victory conditions. As a result, combat is super-simple and fairly boring.Total War is laser-focused on the strategic and tactical combat, and the city-building, research and diplomacy all take a back-seat to that. As a result, real-time combat is fantastic.Honestly for my tastes, the ultimate expression of the genre would be something with the city-building and research tree of Civ, the real-time combat and unit roster of Total War, all embedded in a 'one turn per day, all happening simultaneously for all players' framework a la Stellaris or Hearts of Iron. The only situation where that wouldn't work is during the real-time battle phase of the various engagements, which would probably need to pause or dramatically slow down the strategic game to evaluate.(Imagine a scenario where you can see a large enemy infantry group coming for a weak infantry unit of yours, so you race a cavalry unit in to assist.
